Staff are recommending refusal of the request by BSN London Corporation to build a 38-storey, 422-unit mixed-use building at 415 York Street, saying it doesn't fit the area's planning rules and hasn't shown the site is safe to live near a nearby industrial energy facility. The applicant has offered to add a "holding provision" — a zoning condition that would block residential construction until that safety study is done — but staff say a required land-use compatibility study still hasn't been completed.
