How a project's steps are worked out. A planning file keeps its number the whole way through — so when file Z-25148 turns up on a notice, then a public participation meeting, then a Planning Committee agenda, then Council, those four appearances are the four steps, each one carrying the date and the agenda it came from. Nothing here is predicted and no stage is ever shown as reached without a dated agenda behind it. A file can also sit still for a long time; where that has happened the card says so rather than leaving a half-full bar implying momentum.
