Staff are recommending refusal of the request to build a 10-storey, 156-unit apartment building at 119 & 127 Centre Street, saying it doesn't fit the Official Plan (the city's long-term land-use blueprint) or match the zoning rules for that neighbourhood. The land is currently zoned Holding Residential R5, which means residential use is approved in principle but a condition still has to be satisfied before building can start, and the applicant wanted it changed to a higher-density R9 zone to allow the taller building.
